Timing is important. The initial eye-lock should be just long enough for him to register "hey, I'm being looked at," then you give a split-second of shy, and then follow up with a bold, hot, "yeah I *do* want you" eyefuck.
The flaw in applying this plan is that he's a teacher and you're *supposed* to be looking at him, so an in-class lookaway might be read as "omg I don't know the answer!" instead. So if you can manage this outside of class, maybe stalk find out where he goes socially, that might help.
And the low-cut/form-fitting clothing suggestion is hereby seconded. Can't help with the talky part, though.
